We are immensely proud to announce that Kosta Legal has successfully assisted the Asian Development Bank and the Uzbek government in implementing a unique PPP project for the transfer of the district heating network of Tashkent city to French Veolia. Under the relevant PPP agreement between the Tashkent city municipality and Veolia, concluded on 29 September 2021, the company will modernize the network and will operate it for 30 years. The total cost of the project is around USD 1.3 bln. This is Uzbekistan’s first PPP project in the utilities sector and its development has taken more than 2 years.
The district heating network of Uzbekistan’s capital, created yet in Soviet times, consists of 3 combined heat and power plants, about 200 boilers, and around 1,926 km of heating networks. It serves around 1.2 mln people in Tashkent city. The project envisages the transformation of the city network into a closed heating system, the installation of substantiations and smart heat and water meters; the development of relevant automated systems; the modernization of boilers houses; the installation of 575.6 km of pipes; and the reconstruction of 841.1 km of the heating networks.
Working alongside lawyers from Norton Rose Fulbright Sydney office, led by Joanne Emerson Taqi, our lawyers provided comprehensive legal assistance in assessing an unsolicited proposal of Veolia, structuring the project as well as drafting and negotiating the project documents.
