Kosta Legal has provided comprehensive legal assistance to the International Finance Corporation (IFC), Uzbekistan’s Ministry of Finance and Ministry of Health in designing and tendering a public-private partnership (PPP) project for financing, constructing, equipping, training personnel, and operating four dialysis clinics in the city of Tashkent, the Republic of Karakalpakistan, and the Khorezm region. Following the tender, Nephroplus, one of Asia's largest and fastest-growing dialysis companies, has been selected as the private partner. The project will increase access to critical dialysis care across Uzbekistan in line with best industry standards, delivering high quality, reduced risk of infection, and no out-of-pocket payments for patients.
This is the country's first-ever international PPP project implemented based on a newly adopted PPP law. Working alongside multinational law firm Pinsent Masons and strategic technical consultant Rebel, lawyers of Kosta Legal led by Partner Mr Nail Hassanov have assisted IFC and the Ministries with all legal aspects of the project, including legal due diligence, preparation of tender documents, drafting the PPP agreement and other transaction contracts, and conducting a transparent bidding process. We have also assisted in improving the legal framework for implementing PPP projects by contributing to developing a specific by-law in healthcare.
